How can I remove the lien from the car title if this dealership is no longer in business. It took me 2 years to fix the car and now i cant register it in PA because of the lien issue.

Every state has a process for resolving these matters.
Your first step should be to obtain the lien-holder information. You should then contact your state’s DMV and ask the specific process they require for removal of what may be an invalid or non-surviving lien.
You can then try to contact the lien-holder to either obtain a release or determine if they are indeed "out of business". (Businesses may not be operating by may continue to legally exist) You can do this by contacting your state’s department of professional regulation, secretary of state, or franchise tax board. Once you’re able to document the business entity has indeed been dissolved, there is no claimant to pursue the lien, and you can then pursue its removal as the lien-holder no longer exists.
It may seem time consuming, but it’s actually a series of relatively straightforward steps; and the state agencies are familiar with process. I’m sure, within a phone call or two, someone will be able to guide you through the entire process. It may not happen overnight, but it’s relatively straightforward.

Personally, if you know the lienholder is gone, I’d just have someone sign to release the lien, assuming you have the title. How are they gonna know? If you don’t have it, you’ll need to go to the DMV and work it out.

If the lien is signed off on as "released" it no longer has a lien.
If you have the title, it shouldn’t have a lien any longer because lien holders don’t give the titles away when they are owed money.
The seller also couldn’t sell the car if it had a lien on it.
